The Partisan Prohibition Historical Society originated in 1971 as an informal association of Prohibition Party regulars. The leader was a school teacher named Roger Storms. The Society was, essentially, Storms' hobby. It was incorporated as a Colorado non-profit in 1979, by many of the same individuals. The "registered agent" was the Prohibition Party national chairman, Earl F. Dodge. Storms died in 1980, following a traffic accident, and control of the corporation passed to Dodge. Dodge discontinued the Society's newsletter, Prohibition History Notes, ceased making the Society's annual award to an individual or organization performing noteworthy service in preserving Prohibition Party history, and stopped scheduling Historical Society meetings. A provisional agreement at the 1999 convention, which is subject to ratification by the executive committee and by the incorporators of the new corporation, made the executive committee of the Prohibition National Committee the board of directors of the Historical Society. James Hedges was made Executive Director of the Historical Society, with authority to manage this web site (which is now sponsored by the Historical Society), to resume publication of Prohibition History Notes, to resume arranging for an annual Citation of Merit, and to resume arranging a history session at each national convention/conference. All but one member of the Executive Committee and all members of the new corporation who bothered to vote ratified the convention agreement described above. However, the Secretary of the Prohibition National Committee and the treasurer of the Prohibition Committee both ignored several requests by Hedges that they assume the duties of their respective offices, in regard to the Historical Society. Dodge has offered to act as both treasurer and as secretary for the Historical Society, but his doing so would be contrary to both the convention agreement and to the National Committee by-laws. Hedges has recommended to the members of the Historical Society that they agree among themselves on an interim Board of Directors, to serve until the problem of the National Committee officers can be resolved -- probably until the 2001 conference of the Prohibition National Committee. |
